Leanne BrockAs we come towards the end of this financial year, it has been encouraging to see the strength of industry engagement across the country.  It has been fantastic to connect with clients, industry partners and key stakeholders at events across Australia, providing important opportunities to stay close to the issues shaping our sector, hear directly from industry and continue supporting companies as they navigate an evolving operating environment. 

A project I am particularly proud to have helped bring to life this quarter is the launch of Connect2Industry (C2I), an independent, national not-for-profit initiative designed to give students practical industry experience throughout their studies. The idea behind C2I was born from a simple but important need: to create more meaningful pathways for students, graduates and emerging professionals to engage with the resources sector early, while also helping companies connect with the next generation of talent. Built by industry, for industry, C2I provides a practical platform to help bridge the gap between the classroom and the workplace and support the future workforce our sector will rely on.  C2I helps students build confidence, capability and connections before they enter the workforce. Geoservices Update

Spatial Data and GDA2020 Readiness 

The transition to GDA2020 (Geocentric Datum of Australia 2020) remains an importnat consideration across multiple jurisdictions. Clients are encouraged to review spatial data, maps, tenement boundaries, drill collar data and reporting outputs to ensure coordinate systems and datum references are accurate and consistent.   

Technical Reporting and Data Quality 

As exploration programs progress, high-quality geological data capture and reporting remain critical. Strong data management processes support better interpretation, improve future targeting, and provide a stronger foundation for internal reviews, due diligence, investor communications and future public reporting.

Companies should continue to maintain clear records of exploration activities, results, sampling methods, QA/QC processes, mapping outputs and supporting technical information.

JORC Code Preparedness

While the updated JORC Code process continues, companies should use this period to review internal reporting practices and ensure technical information is being captured in a consistent, transparent and well-supported way.

Good preparation now will help companies respond more efficiently to future reporting changes and maintain confidence in the quality and integrity of exploration results, mineral resource information and supporting data.

New South Wales Update

Regulatory Reminder – Exploration Code of Practice: Community Consultation 

A reminder that the revised Exploration Code of Practice: Community Consultation is now in effect.  This is an active compliance requirement for explorers, with companies expected to: 

  • Develop and maintain a Community Consultation Plan, to be provided upon request within 28 days; 
  • Publish engagement contact details on the explorer’s website; 
  • Prepare annual community consultation reports, available on request within 28 days; and 
  • Carry out ongoing monitoring and evaluation of consultation effectiveness.

Explorers should ensure their community consultation plans, public engagement contact details and reporting processes are up to date and aligned with the revised requirements. 

Rehabilitation Cost Estimate Tool & Rates 

The NSW Resources Regulator’s transition of exploration licences and assessment leases onto the new Rehabilitation Cost Estimate (RCE) tool is due to be completed by 30 June 2026

This means that from the new financial year, rehabilitation planning, disturbance tracking and cost estimates should be reviewed carefully when preparing applications, rehabilitation completion submissions, annual Environmental and Rehabilitation Compliance Reports (ERCRs), and any other dealings that may require an updated RCE. Companies should also consider whether the updated rates and tool may affect existing security deposits, particularly where planned or completed disturbance has changed. 

Proposed Mining Amendment (Mine Rehabilitation) Regulation 2026

Looking ahead into the new financial year, mining lease holders, APO applicants and companies managing rehabilitation reporting or suspended operations should be aware of the proposed Mining Amendment (Mine Rehabilitation) Regulation 2026. 

It proposes changes to standard mining lease rehabilitation conditions, including clarification around forward programs, rehabilitation reports and rehabilitation completion statements. It also proposes allowing a summary of an RCE to be published with a forward program rather than the full RCE. Other proposed changes include notification and consent requirements for voluntary suspension of mining operations, the ability to amend APO applications before decision, reuse of certain probity information submitted in the previous 12 months, renaming compliance/performance statements as “probity statements”, and application fees for Group 12 minerals.

Geoscience Data Supporting Critical Minerals Exploration 

Critical minerals and high-tech metals remain a strong focus in NSW.  In May 2026, NSW Resources released new geological data from the Lachlan Fold Belt, including seismic survey data across 420 km and the foundation of a Petrophysical Atlas of NSW, based on more than 1,200 core samples. The data is intended to support exploration for critical minerals and high-tech metals by improving understanding of mineral systems in the Central Lachlan and Macquarie Arc. 

Small-Scale Mining Reforms

Reforms remain underway following the independent review into small-scale titles. The NSW Government supports 74 of 81 recommendations and is progressing reforms around landholder/miner certainty, rehabilitation standards and a more modern digital-based approach to opal mining. Some changes are expected in stages, with legislative amendments likely over one to two years.

Government Funding

The NSW Government’s Critical Minerals Royalty Deferral Scheme remains open for applications. This opt-in scheme offers a unique opportunity for critical mineral projects to advance by providing temporary financial relief offered by the deferral of royalty payments for a period of five years. This measure aims to improve project economics and encourage investment in regional mining developments.

Northern Territory Update

The Northern Territory resources sector continues to evolve, with recent legislative changes now in effect following the commencement of the Mineral Titles Legislation Amendment Act 2026.

Mineral Titles Legislation Amendment Act 2026 Now Commenced

The Mineral Titles Legislation Amendment Act 2026 commenced on 5 June 2026, introducing changes to the Northern Territory’s mineral titles framework.  Its purpose is to streamline the mineral titles framework, improve certainty for industry and better integrate mineral title administration with environmental licensing requirements. 

The Department of Mining and Energy has advised that it will take an educational approach for the remainder of 2026, using its discretion to help companies understand and adapt to the new requirements under the Act.

The Department is currently preparing updated forms, guidelines and fact sheets, which will be released to industry in due course. AMETS will continue to monitor these updates closely and implement relevant changes as they are rolled out by the Department.

What this means for titleholders 

While further guidance is still to be released, titleholders should remain aware of the changes and be prepared to review internal processes, reporting requirements and compliance practices once updated Department materials become available.  The changes may involve new processes and compliance considerations for renewals, work programs, expenditure management, environmental licensing and land access. 

The NT Team will continue to support clients through this transition and provide guidance as further information is released.

GDC Exploration Funding 

Round 19 of the Geophysics and Drilling Collaborations (GDC) Program awarded funding to 34 projects from 26 companies, with $4.1 million allocated through the NT Government’s Resourcing the Territory program. Funded projects are expected to be completed in FY2026/27, with data and reports to become public after the confidentiality period. 

We’re proud to see such strong representation from AMETS clients in this round, accounting for 50% of successful recipients. Congratulations to those successful recipients! We look forward to seeing these projects progress. 

NT Critical Minerals List

The NT Government’s 2026 Critical Minerals and Gold Guide included gold for the first time, to drive exploration and investment. The Guide also added bismuth, iron ore, lead, silver and uranium to the NT Critical Minerals List, while also highlighting rare earths, copper, lithium, graphite, magnesium and tungsten opportunities.

AGES Conference – Alice Springs

For the 18th year in a row, AMETS attended the Annual Geoscience Exploration Seminary (AGES) in Alice Springs.  It was another fantastic event and provided valuable insight into what’s happening on the ground, and where industry is heading. 

Heritage Amendment Act 2026

Heritage and land access remain important considerations for exploration and mining projects in the Northern Territory. Recent heritage reform activity, including the Heritage Amendment Bill 2026, which was assented to on the 4 June 2026, has focused on improving clarity, procedural fairness and confidence in the Territory’s heritage system, while maintaining appropriate protections for cultural and natural heritage. For explorers, titleholders and operators, this reinforces the importance of early due diligence, clear access planning and proactive engagement around heritage, sacred sites, native title and Aboriginal land access requirements. Ensuring these matters are considered early in project planning can help reduce approval delays, manage compliance risk and support respectful, constructive relationships with Traditional Owners and other stakeholders.

Papua New Guinea Update

The AMETS PNG Team has continued to support clients operating across the country’s mining sector. 

Regulatory Reform

Regulatory reform remains ongoing in Papua New Guinea, with the Mineral Resources Authority Amendment Bill 2025 tabled in March 2026. Reporting indicates that the proposed changes seek to merge the Mineral Resources Authority (MRA) with the Department of Mineral Policy and Geohazards Management, while allowing the MRA to continue performing its core regulatory functions.  

This forms part of broader reform activity across PNG’s mining sector, with proposed changes intended to modernise the mining framework, improve transparency, streamline approvals and support greater national benefit from the resources sector. For explorers, titleholders and operators, these developments reinforce the importance of staying informed and ensuring tenement management, reporting and compliance systems remain up to date as the regulatory landscape evolves.

Queensland Update

QLD Exploration Release Areas 

Queensland’s recent competitive tender release for petroleum and gas, coal and minerals has now closed, with submissions continuing to be evaluated. There are currently no tenders open for resources exploration in Queensland. 

CEI Recipients

Round 10 of Queensland’s Collaborative Exploration Initiative awarded funding of up to $250,000 to 21 companies across 26 projects, with priority given to projects supporting Queensland’s search for critical minerals.  With AMETS clients accounting for 30% of successful recipients, we look forward to seeing these projects move from concept to discovery.  

Critical Minerals Remain in Focus

The 2026–27 Queensland Budget includes a renewed focus on critical minerals, including $100 million for the Queensland Critical Minerals Fund, $46.1 million over three years to enhance investment attraction, build critical minerals value chains and bring major projects online sooner, and $6.4 million over two years to re-commercialise former mines for critical minerals opportunities. 

Overlappping Renewables & Tenure Risk

Our QLD Team over the past quarter has been working with clients to identify and monitor current and proposed renewable energy projects that may affect their tenure or future project areas.  Understanding potential overlaps early is an important part of due diligence, helping clients identify risks, assess possible impacts on land access and project planning, and make informed decisions about current and future opportunities. Upcoming Regulatory Changes

The State Development and Public Works Organisation (Critical Minerals) and Other Legislation Amendment Bill 2026 was introduced in June.  The Queensland Government has described the Bill as a way to fast-track critical minerals and other State significant projects through a new State Strategic Projects framework.

The Bill also proposes new infrastructure coordination planning for resource projects, including infrastructure required for extracting or otherwise dealing with minerals or energy resources. 

AMETS will continue to monitor these developments.

The conference brings together investors, brokers, fund managers and senior mining executives for presentations, market insights and networking across the mining and resources sector.

Leanne will also be speaking at the AusIMM Brisbane Forum: Tenement Management – It’s Critical on 30 July 2026. The forum will focus on the increasingly important role of effective tenement management in exploration, mining operations, approvals, compliance and land access.

South Australia Update

Exploration Release Areas

The Department for Energy and Mining is continuing to release relinquished ground as Exploration Release Areas (ERAs).  The relevant dates are as follows:

Batch 2 – Adelaide Rift Complex and South-East 
Closing: 10 July 2026

Batch 3 – Western to Central Gawler, Far West & North-West
Opening: 20 July 2026
Closing: 14 August 2026

Batch 4 – Eastern Gawler and Eyre Peninsula
Opening: 24 August 2026
Closing: 18 September 2026.

These release areas provide important opportunities for future exploration programs in South Australia.  If you are interested in applying for an ERA, please reach out to our team for assistance.

PACE Partnerships Funding

The 2026-2027 State Budget includes $12.4 million over four years for Plan for Accelerating Exploration (PACE) Partnerships, to support mineral exploration and help identify new deposits across South Australia.  We will provide further updates when details become available.

Copper Sector momentum

The State’s copper and critical minerals sector also remains strong, with South Australia recording $5.2 billion in copper exports in the 12 months to April 2026. This continued momentum reinforces South Australia’s position as a key jurisdiction for copper, critical minerals and energy transition-related investment.

Landowner Rental Distribution Changes

From 1 July 2026, changes to South Australia’s landowner rental distribution eligibility will take effect where a freehold parcel subject to certain mining tenements is transferred. Under the updated arrangements, a new landowner will generally be eligible to receive only 50% of the landowner rental distribution that would otherwise apply to that parcel. Transfers associated with deceased estates and interfamilial transfers are excluded from this change and may continue to receive the existing level of distribution, although DEM may require supporting information to confirm eligibility. For explorers, titleholders and operators, this is a useful reminder to consider land ownership changes as part of ongoing land access, compensation, stakeholder engagement and title administration processes.

Statutes Amendments (Energy and Mining Reforms) Bill

The Hon Tom Koutsantonis MP, Treasurer and Minister for Energy and Mining reintroduced the Statutes Amendment (Energy and Mining Reforms) Bill to Parliament on 6 May 2026.

The Bill remains unchanged from the version that was introduced last year, with debate and a vote expected to be the next steps in the parliamentary process.

Tasmania Update

The AMETS Tasmanian Team has continued to support clients across applications, renewals, compliance matters and funding opportunities, with the past quarter highlighting ongoing confidence in Tasmania’s exploration sector.

Tasmanian Minerals Roundtable Lunch

In April, we had the opportunity to engage directly with the Hon. Felix Ellis MP and other industry stakeholders at the Tasmanian Minerals Roundtable Lunch in Hobart.  Engagements of this nature are invaluable to foster collaboration, strengthen industry insight and support a well-informed, compliant resources sector in Tasmania.

TAS EDGI Ground 12 

Recipients of the latest round of the Exploration Drilling Grant Initiative (EDGI) have now been announced by the Tasmanian Government. The five successful projects of Round 12 will share in $540,000 with the round expected to support up to 9,900 metres of exploration drilling and industry expenditure exceeding $5.7 million.  Congratulations to the successful applicants!   You can view the successful projects here

MRT Fee and Charge Updates

In addition to the four new fees implemented by MRT in April 2026, all other fees under the Mineral Resources Regulations 2026 will increase from 1 July 2026.  Dealings submitted prior to the fee increases will be processed under the current fee structure.

Victoria Update

Victoria’s resources sector continues to experience a period of regulatory change, with recent updates reinforcing the importance of proactive compliance, accurate reporting and well-documented work programs.

AMETS VIC Team has been closely monitoring these developments to help clients understand how the changes may impact their licence obligations, expenditure reporting and future project planning.

Workplan Changes and Future Regulatory Transition

Resources Victoria has continued to update guidance relating to the preparation of Work Plans, Work Plan Variations and notifications for exploration and mining projects. These updates form part of a broader move toward a more outcomes-focused and risk-based regulatory approach for Victoria’s mining and quarrying sectors.

For operators, this means it is increasingly important to ensure Work Plans, rehabilitation plans, risk management documentation and monitoring arrangements remain current, practical and aligned with on-ground activities. Companies considering new Work Plans or Work Plan Variations should also allow sufficient time for preparation, review and approval processes, particularly in light of the upcoming transition to Victoria’s duty-based regulatory model.  Resources Victoria has recommended that Work Plan and Work Plan Variation applications be submitted by 1 November 2026, as applications submitted after this date are unlikely to be processes before the new model commences on 1 July 2027. Important Changes to Expenditure Reporting

Resources Victoria has also released updated expenditure guidance, introducing several important changes to how expenditure is classified, supported and assessed. In particular, operational and overhead expenses now require documentary evidence covering the full amount claimed, and costs previously claimed as a general percentage will need to be reallocated to the appropriate expenditure category based on actual works undertaken.

Annual rent, general business costs, licence variation fees and rehabilitation bonds are no longer claimable. However, certain community engagement costs are now recognised as claimable, provided appropriate supporting documentation is retained. This includes native title fees, landowner compensation payments and costs associated with negotiating landowner or native title agreements.

These changes reflect a broader shift toward stronger documentation standards and a clearer link between expenditure, genuine exploration activity and work program outcomes. Licensees should review their internal processes to ensure expenditure categories, cost coding and supporting records align with the updated guidance.

AIG Victorian Resources Round-Up

We braved the winter chill in Ballarat at the recent AIG Victorian Resources Round-Up, where our CEO, Leanne Brock had the opportunity to present on the newly launched not-for-profit Connect2Industry.  The presentation generated extremely positive feedback and strong interest in future collaboration, and we look forward to seeing this important initiative continue to grow.  The Resources Round-Up was also a valuable opportunity to reconnect with familiar faces and engage with new stakeholders across the industry.

Western Australia Update

Resources Online and Faster Approvals

The rollout of Resources Online continues with Release 3 launched in June 2026.  This completes the migration of core mining and petroleum environmental lodgements away from the legacy Environmental Assessment and Regulatory System — EARS.

From 9 June 2026, online submissions for Native Vegetation Clearing Permits, Environment Plans and Oil Spill Contingency Plans moved permanently to Resources Online.

The WA Government also reported that average assessment times for major Mining Development and Closure Proposals have reduced from 58 business days to 25 business days.

Funding Opportunities 

The WA Government announced more than $12 million in funding across the Exploration Incentive Scheme’s Co-funded Exploration Drilling Program, Co-funded Geophysics Program and Co-funded Energy Analysis Program. This supported 96 exploration projects across WA, including more than $7 million for 46 drilling applicants and $5.3 million for 44 geophysics ventures.

We were proud to see a strong representation of AMETS clients among those successful for the recent Co-funded Geophysics Program, accounting for almost 25% of funded recipients in this round.

Looking forward, the next Co-funded Exploration Drilling Program opens on 3 August 2026.  The Energy Analysis Program Series 10 and Co-funded Geophysics Program Venture 4 are both scheduled to open in February 2027. We will continue to monitor these opportunities. 

A reminder that the WA Aboriginal Heritage Survey Assistance Program remains open to applications. This cost-relief program being run by the WA Government Department of Mines, Petroleum & Exploration assists eligible explorers and prospectors offset the cost of Aboriginal Heritage Surveys (AHS) required under the Aboriginal Heritage Act 1972.  The program has also been expanded, with the 50% exploration rebate retained for the full five-year term, rather than reducing to 25% from 1 July 2026.  The Program will run until June 2028. 

Native Title and Cultural Heritage Processes Review

The WA Government has released its response to the Native Title and Aboriginal Cultural Heritage Processes Review, commonly referred to as the Kelly Review. The review considered native title and Aboriginal cultural heritage processes in Western Australia’s mining and exploration sectors, with a focus on improving efficiency, effectiveness and equity for both Traditional Owners and industry.

While the WA Government has confirmed it does not intend to introduce amendments to the Aboriginal Heritage Act 1972 or the Mining Act 1978 as part of its response, several policy and process improvements are proposed. These include development of a new default Aboriginal Heritage Standard for exploration and prospecting, policy and technical guidance, a Native Title Party Support Strategy, a potential code of conduct and certification regime for heritage consultants, and improved dispute resolution pathways, including a pilot mediation service prior to lodgement of section 18 applications.

For explorers and titleholders, this is an important area to monitor, particularly where projects involve native title, Aboriginal heritage surveys, heritage agreements or section 18 processes. AMETS will continue to follow implementation of the review recommendations and provide updates as further consultation and guidance is released.

Market Trends

WA remains Australia’s dominant exploration jurisdiction. Department of Mines, Petroleum and Exploration’s (DMPE) latest economic indicators show WA mineral exploration expenditure reached a record $2.7 billion in 2025, accounting for 68% of national exploration spend. However, activity is not evenly distributed: gold exploration reached almost $1.3 billion, iron ore exploration remained strong at $785 million, while “other minerals”, including lithium and rare earths, fell from $486 million to $287 million, and nickel/cobalt fell to a six-year low of $150 million.

Government Fees and Charges

DMPE has published the updated Mining Fees and Charges Schedule for 2026-2027.  The new fee schedule is applicable from 1 July 2026. 

WA State Budget 

The 2026–27 WA Budget includes several items relevant to resources and downstream development, including $150 million for a Vanadium Battery Energy Storage System near Kalgoorlie, $67.3 million for PoweringWA, $30 million for a second round of the Investment Attraction Fund – New Energies Industries Funding Stream, $16 million for the Minerals Research Institute of WA to administer a clean energy and emissions research program, and $4.8 million to continue implementing the carbon capture, utilisation and storage legislative framework.
