Leanne Brock The past quarter has been an exciting and transformative time for AMETS  Tenements & Geoservices as we continue to strengthen our presence and capabilities across Australia’s resources sector.  

A key milestone for our business has been the successful merger of Anderson’s Tenement Management (ATM) into the AMETS network. Our focus throughout this process has been ensuring a seamless transition for clients, with continuity of service, clear communication and the same trusted support our clients rely on. The combined knowledge and experience of the ATM and AMETS teams further strengthens our ability to support exploration and mining projects across the country and represents an exciting period of growth for the business.

eyond our internal growth, I was also honoured to recently speak at the Gold Coast Gold Conference 2026, a two-day precious metals and investment event that brought together investors, ASX-listed companies and industry leaders to discuss opportunities and trends within the sector.   

At the conference, I presented a session on “Looking Beyond the Headlines: Understanding the Hidden Pathways Behind Exploration Projects”.   The presentation explored how effective tenement management, regulatory awareness and early risk identification are critical factors in successful exploration investment and project development. It also unpacked how forward-thinking companies are integrating compliance into their growth strategy, rather than treating it as an afterthought.  

Opportunities such as this highlight the growing recognition of the importance of tenement management and regulatory expertise in the exploration lifecycle. It is also a great opportunity to represent AMETS and share insights that support both investors and companies operating in the resources sector.  

I’m also pleased to share that AMETS has recently expanded our services to include Environmental Compliance, further strengthening our ability to support clients across the full lifecycle of their exploration and development activities. As environmental obligations and regulatory expectations continue to evolve across Australia, our Geoservices team can assist with navigating approval conditions, preparing environmental management documentation, and implementing practical compliance frameworks to help clients manage risk, maintain compliance, and progress their projects responsibly.  In 2026, we are also building our Data Management capabilities with expertise in Datashed, Acquire and Plexer databases. 

The current geopolitical tensions in the Middle East are continuing to influence global markets and reinforce the strategic importance of secure and diversified mineral supply chains. For Australia’s exploration and mining industry, this environment is driving renewed focus on gold, critical minerals and energy metals, creating opportunities for well-positioned projects and responsible development. We have seen this reflected with a significant increase in demand for our range of Due Diligence services, and remain encouraged by the continued activity across the sector as our clients’ progress exploration and development programs across Australia and internationally.

Geoservices Update

Team Update – Welcome Back Olivia Merrick

Transition to GDA2020 Across Multiple States

The transition to GDA2020 (Geocentric Datum of Australia 2020) continues across multiple jurisdictions. Clients are reminded to ensure all spatial data, reporting, and submissions align with the updated datum requirements to avoid inconsistencies or delays in approvals. 

QLD Collaborative Exploration Initiative (CEI) – Round 10

Funding recipients under Round 10 of the QLD Collaborative Exploration Initiative (CEI) should be aware that approved activities must commence by October 2026. Early planning and compliance with reporting requirements will be critical to meeting funding obligations. 

WA Designated Tenement Contact Update Requirement 

In Western Australia, tenement holders are required to ensure their designated contact details are current and updated by the end of 2026. Maintaining accurate contact information is essential to receive regulatory correspondence and avoid compliance risks. 

New JORC Code Rollout

The updated JORC Code is in the process of being rolled out, introducing changes to reporting standards for exploration results, mineral resources, and ore reserves. Companies should begin preparing for these updates to ensure ongoing compliance and transparency in public reporting.

New South Wales Update

New South Wales continues to position itself as a key jurisdiction for minerals exploration and development in Australia, with several policy initiatives, funding programs and regulatory reforms shaping the sector throughout 2026. 

Government Funding

The NSW Government’s Critical Minerals Royalty Deferral Scheme remains open for applications. This opt-in scheme offers a unique opportunity for critical mineral projects to advance by providing temporary financial relief offered by the deferral of royalty payments for a period of five years. This measure aims to improve project economics and encourage investment in regional mining developments. 

In addition, the NSW Budget has committed significant funding to attract new mining investment, including targeted packages to support exploration activity and regional economic development linked to the resources sector. 

Regulatory Update – Exploration Code of Practice: Community Consultation 

The revised Exploration Code of Practice: Community Consultation introduces strengthened requirements for stakeholder engagement and transparency across exploration activities. 

Key requirements include: 

  • Development and maintenance of a Community Consultation Plan, to be provided upon request within 28 days; 
  • Appointment of a public engagement contact, with details published on the explorer’s website;
  • Preparation of annual community consultation reports, available on request within 28 days; and 
  • Ongoing monitoring and evaluation of consultation effectiveness. 

The updated Code will come into effect from 31 March 2026. 

Regulatory and Compliance Developments  

Regulatory changes are also underway across the state. The NSW Resources Regulator is currently implementing a new Rehabilitation Cost Estimate (RCE) tool, which will apply to exploration licences and assessment leases. During 2026, the regulator is consulting with industry as exploration titles transition to the updated system, with the new requirements expected to be implemented by 30 June 2026. This change is intended to improve transparency and consistency in rehabilitation security calculations. 

The NSW Government is also progressing reforms to the regulatory framework governing smallscale mining titles, particularly within the opal mining sector. These reforms respond to recommendations from an independent review and aim to modernise regulatory arrangements while supporting the longterm sustainability of the industry. 

Planning and Approval Reform  

Planning reform is another key area to monitor in 2026. The NSW Government has proposed broader planning system changes that could streamline approvals for major development projects, including mining and energy projects. These reforms are intended to improve investment certainty and reduce approval timeframes for largescale developments across the state. 

Potential Upcoming Changes  

Looking ahead, the NSW Government is undertaking a comprehensive review of the postmining regulatory framework, including the Mining Act 1992, Environmental Planning and Assessment Act 1979, and Protection of the Environment Operations Act 1997. The review, expected to be completed during 2026, may introduce updated statutory requirements for mine closure and rehabilitation, as well as new pathways for postmining land use approvals. 

At the same time, strong global demand for critical minerals and continued exploration investment are driving increased activity across regional NSW. Industry groups have noted a pipeline of major mining projects under development, which could support regional employment and economic growth in the coming years.

Northern Territory Update

AGES Conference – Alice Springs, 14–15 April 2026 

For the 12th year, AMETS will be attending the Australian Geoscience Exploration Society (AGES) Conference in Alice Springs, where we will also host a booth. Key team members attending include Leanne Brock, Holly Edgar, Kyen Knight, and Linda Young. The Conference provides an excellent opportunity to connect with industry peers, share insights, and discuss the latest developments in exploration and mining. 

Fit and Proper Person Forms – Ongoing Consultation 

AMEC continues discussions with the Department of Mining and Energy and the Department of Lands, Planning and Environment (DLPE) to identify potential improvements to the Fit and Proper Person Forms. These consultations aim to simplify processes for licence holders while maintaining robust regulatory oversight. 

Proposed Amendments to Mineral Titles Legislation 

Proposed amendments to the Mineral Titles Act 2010 and associated regulations are expected to be released at AGES 2026. These amendments are designed to reduce regulatory burdens, streamline compliance requirements, and improve clarity for exploration and extractive operations. 

Revised Risk Criteria and Standard Conditions (RCSC) 

The Department of Lands, Planning and Environment’s revised Risk Criteria and Standard Conditions (RCSC) for exploration and extractive operations were approved by the Minister and came into effect on 7 October 2025. These revisions provide clearer guidance on risk management and compliance expectations for licence holders.

Papua New Guinea Update

In the first quarter of 2026, AMETS continued to strengthen its presence in Papua New Guinea by maintaining regular engagement with the Mineral Resources Authority (MRA) and supporting clients operating across the country’s mining sector. 

Building strong relationships with the MRA remains a key priority for AMETS. Through ongoing communication and collaboration with the regulator, we ensure we remain aligned with regulatory expectations while supporting our clients to maintain high standards of compliance across their tenement portfolios. 

These relationships play an important role in maintaining AMETS’ strong reputation in Papua New Guinea for delivering reliable tenement management services and helping clients confidently navigate the regulatory environment. 

Looking ahead, AMETS is excited to connect with MRA representatives, industry stakeholders, and clients at the PNG Industrial & Mining Resources Exhibition & Conference in July 2026. The event will provide an excellent opportunity to further strengthen partnerships and discuss developments shaping the PNG resources sector. 

PNG Industry Update – Mining Reform Progress 

Papua New Guinea MRA continues its consultation phase on the proposed Mining Bill 2025, which aims to modernise the country’s mining legislation and introduce updated regulatory frameworks for the sector. 

The reforms are intended to improve transparency, strengthen governance, and ensure the mining industry continues to deliver long-term economic benefits for Papua New Guinea while maintaining a competitive investment environment. 

AMETS continues to monitor these developments closely to ensure our clients remain informed and well positioned as the regulatory landscape evolves.

Queensland Update

QLD Exploration Release Areas 

The Queensland Government has opened 18 new areas for exploration across the state, designed to boost domestic energy supply and future mining projects:   

  • Petroleum & gas (12 areas, ~7,000 km²);  
  • Coal (4 areas) ; and
  • Critical minerals (vanadium) (2 areas near Julia Creek) . 
Regulatory & compliance updates (2025–2026) 

Recent changes and updates include:  

Not a major overhaul, but a tightening and modernisation of rules.  

Queensland continues backing critical minerals

Critical minerals such as lithium, cobalt and rare earth elements are essential to powering batteries, renewable energy technologies and the global transition to a low-carbon future.  Queensland continues to support critical minerals through: 

This effectively reduces upfront costs and encourages more exploration activity.  Queensland is not only focused on extracting minerals, but is also prioritising local processing to capture greater value across the supply chain.  

Examples of focus areas:  

  • Vanadium battery manufacturing;  
  • Rare earth refining ; and 
  • Copper processing.  

This is about capturing more value inside Australia rather than exporting raw ore.  

Land Access 

There have been several meaningful updates to land access for exploration and mining in Queensland, especially across 2024-2026. None of them are a single “headline overhauls,” but together they show a clear shift toward tighter regulation, more structured access and faster land release.  

What changed:  

  • Creation of “Coexistence Queensland” (replacing the GasFields Commission)  
  • Expanded role for:  
    • Land Access Ombudsman; and
    • Dispute resolution between landholders & resource companies . 

This is important because it:  

  • Strengthens landholder rights and dispute pathways; and
  • Signals government focus on coexistence rather than just access.

South Australia Update

SA ranks No.1 in the Fraser Institute Mining Survey 

The latest Annual Survey of Mining Companies from the Fraser Institute has delivered a significant vote of confidence in South Australia, with the State ranked fourth globally for investment attractiveness and first for mineral potential. 

Highlights for South Australia: 

  • No. 1 in the world for Best Practices Mineral Potential; 
  • Third for Geological Database; 
  • Fourth for Investment Attractiveness Index (moving up from 35th last year), with Nevada, Ontario and Saskatchewan taking out first, second and third; and
  • Fourteenth for Policy Perception.  
Mine Closure and Rehabilitation Consultation  

The Department for Energy and Mining (DEM) is developing a Closure and Rehabilitation Policy for the mining and extractives industry, along with a suite of technical guidelines. These will provide clear direction and practical tools to help industry achieve leading practice outcomes and meet their statutory obligations, and ensure that land disturbed by exploration, mining and extractives operations are rehabilitated to a safe, stable, non-polluting landform capable of supporting a post-mining land use.

Tasmania Update

The AMETS Tasmanian Team has had a busy start to 2026, actively collaborating with clients and stakeholders, focusing on new applications, renewals and funding opportunities for clients.  

The beginning of 2026 Tasmania’s mining sector has experienced significant developments, with both challenges and strategic initiatives shaping its trajectory. 

TAS funding opportunities 

The Tasmanian Government has continued to allocate funding to support new mining projects through the Exploration Drilling Grant Initiative (EDGI).  

Applications for Round 12 of the Tasmanian Exploration Drilling Grant Initiative (EDGI) opened on the 16th of February with applications closing on the 26th of March. Grant amounts are to be capped at $100,000 for drilling costs, plus an additional $20,000 if helicopter support is required. 

The EDGI offers grants for co-funded exploration drilling projects to provide stimulus to greenfields exploration in Tasmania, particularly for minerals included in the 2024 Australia Critical Minerals List.  

Tasmanian Airborne Electromagnetic Survey  

Geoscience Australia and Mineral Resources Tasmania (MRT) will be carrying out an Airborne Electromagnetic (AEM) survey across Tasmania in 2026. The airborne survey awarded to SkyTEM, is expected to be carried out between March and August 2026. 

National award for MRT-supported research 

The Tasmanian Government investment in longstanding research programs continues to build upon award winning research (The Geological Society of Australia, F. L. Stillwell Award), releasing the first in a series of Geological Survey Papers dealing with the structural character of northern Tasmania.  

This study exemplifies how targeted research, when embedded within a long-term strategic framework, contributes to refining geological models and deepening knowledge of the complex structural controls on mineralization in Tasmania.  

As we move toward the middle of 2026, the team is excited to build on the first quarter’s successes, driving innovation and sustainability in Tasmania’s mining industry. We remain committed to maintaining and strengthening our working relationships with Tasmanian regulators to support compliant, efficient and well-informed project delivery. This commitment will be further reinforced through an upcoming AMETS initiated and sponsored meeting with the Minister in early April, providing an opportunity to continue constructive dialogue and collaboration across the sector.

Eligibility for Exemption of Conditions

Tenement holders may be eligible for an exemption of conditions on approved annual work programs due to the current fuel and diesel supply instability.  Please remember that Applications for Exemption from Conditions must be lodged prior to the work programs commitments due date, as MRT are unable to accept retrospective applications.

Victoria Update

In 2026, Victoria’s resources sector continues to evolve, with a focus on active exploration, regulatory transparency, and streamlined approval processes. AMETS has been closely monitoring these developments to ensure our clients remain informed and compliant and can make the most of opportunities across the state. 

Transition to Resources Victoria Regulatory Operations (RVRO)

Last year, Earth Resources Regulation (ERR) underwent a name change and is now operating as Resources Victoria Regulatory Operations (RVRO). This rebrand reflects a broader focus on regulatory performance, transparency, and streamlined processes across Victoria’s resources sector. 

“Use It or Lose It” Initiative Now in Effect 

As of 1 January 2026, Resources Victoria’s “Use it or lose it” initiative is in full effect. This policy reinforces the importance of active exploration by requiring licence holders to meet minimum expenditure commitments and work program milestones. Failure to comply may result in licence cancellation, partial relinquishment, or refusal of renewal. This marks a significant shift toward ensuring tenements are actively contributing to resource development. 

Improved Transparency Through Interactive Dashboards 

Resources Victoria continues to enhance transparency through its interactive regulatory dashboards, which provide real-time insights into application volumes, types, and assessment stages. These tools allow industry stakeholders to better understand processing timeframes and track the progress of work plans, licence applications, and variations. 

Changes to Expenditure Reporting Requirements

Updates are being introduced regarding what can be claimed in annual expenditure returns. While formal guidance is still being finalised, AMETS has been advised that licence rent will no longer be claimable under administrative and consumable costs. Additionally, RVRO recommends that costs such as staff salaries, drill rig hire, sample bags, and other drilling-related expenses be allocated under drilling and associated activities, ensuring clearer alignment with on-ground exploration work. 

Impact of Recent Bushfires on Exploration Activities 

Recent bushfires have disrupted exploration activities across parts of Victoria. If your licences have been affected, it is important to maintain detailed records of impacts, delays, and associated costs. This information will be critical when preparing future renewal applications or expenditure variation requests, helping to justify any deviations from approved work programs. Positive Improvements in Approval Timeframes 

AMETS has observed notable improvements in approval timeframes across work plans and licensing processes, including transfers, renewals, and new applications. These improvements reflect policy and procedural changes implemented over the past year, contributing to a more efficient and responsive regulatory environment.

Western Australia Update

In December 2024, Department of Mines, Petroleum and Exploration (previously DMIRS) published Guidelines on applying for a second mining lease renewal under the Mining Act. The Guidelines make it clear that second renewals are not exempt from the future act provisions of the Native Title Act 1993, including the Right to Negotiate (RTN). This means a mining lease cannot be renewed under section 78(2) until all relevant future act processes have been completed. The Guidelines align with the High Court’s decision in Harvey v Minister for Primary Industry and Resources [2024] HCA 1, which confirmed that where a renewal introduces new infrastructure or activities that may affect native title, it constitutes a future act and must proceed through the RTN process. 

Recent Mining & Exploration Legislative / Regulatory Changes

EPBC Act – Modernised Federal Approvals Framework (Affects WA Mining) 

In February 2026, major changes to the Environment Protection and Biodiversity Conservation Act (EPBC Act) became operational, directly impacting long-term mining approvals in Western Australia. 

Key points: 

  • The Australian Government introduced a modernised EPBC approvals framework, now applied to major WA mining operations. 
  • Clearing limits, rehabilitation obligations, and environmental offsets are embedded into the new statutory regime e.g., max 800 ha/year clearing, rising to 1,000 ha/year rehabilitation by 2027. 
  • These changes are part of the Federal Government’s “contemporary assessment process” aimed at tightening long-term environmental compliance for major miners.  

Although Federal, the change directly governs mining approvals in Western Australia and represents one of the most significant regulatory reforms for WA operators in decades. 

Petroleum Legislation Amendment Act 2024 – 2026 Implementation Phase 

In February 2026, the WA Government announced public consultation to support implementation of the Petroleum Legislation Amendment Act 2024, indicating the Act is entering its operational phase in 2026. 

Key points: 

  • Public consultation opened on guidelines needed to commence the Act. 
  • The Act restructures parts of WA’s petroleum regulatory framework, modernising compliance, tenure, and administrative provisions. 
  • This represents the first major petroleum regulatory update since reforms leading up to 2024. 

While petroleum-focused these reforms directly affect exploration proponents seeking geothermal, petroleum, or hybrid energy resource tenure in WA. 

2026 Sunset Clause Releases – Mandatory Publication of Mineral Exploration Reports 

In March 2026, the WA Department of Mines, Petroleum and Exploration (DMPE) published its Sunset Clause Annual Release 2026.  

Key points: 

  • These annual releases occur under WA’s statutory reporting and confidentiality regime. 
  • There is a two-month period during which the current tenement holders can object in writing to the release of any report. 
  • From the beginning of May DMPE will release reports that have no objections. 
  • The 2026 publication confirms another cycle of exploration data becoming public after mandatory confidentiality expiry, under WA’s Mining Act reporting framework.  

This is procedural rather than legislative but affects exploration compliance and data transparency obligations.

Mines Statutory Positions and Certifications

A reminder that the transition period relating to statutory positions within the Work Health and Safety (Mines) Regulations 2022 is coming to an end on 30 March 2026.   By this date you must ensure that: 

  • an Exploration Manager is formally appointed; 
  • Key Statutory Positions are notified in Safety Regulation Systems (SRS); 
  • Certification requirements are completed and lodged; 
  • Your MSMS is updated to reflect the appointments; and 
  • Transition of any legacy certificates is completed.
