Growing Our Presence and Influence
In 2025, AMETS increased its national presence more than ever before. Across the team, we attended 26 industry conferences and 10 networking events, ensuring our clients were represented, our knowledge stayed sharp, and our industry relationships continued to deepen. This visibility is reflected online as well, with our AMETS LinkedIn following growing an exceptional 43%. For a specialised B2B service company, this is well above industry averages and a strong endorsement of our content strategy and the expertise our team shares every day.
Investing in People and Expanding Our Talent
Our people remain our greatest strength. We recently announced the expansion of our Western Australian Team by welcoming Anderson’s Tenement Management (ATM) to AMETS. ATM has long been recongised for its professional tenement management across Australia. This merger unites two teams with shared values and a mutual focus on providing exceptional client service. In total for 2025 we welcomed 13 new team members across Australia, contributing to both capability and culture:

Our Evolving Workplace – Supporting Wellbeing, Productivity & Flexibility
In 2025 we continued strengthening not only what we deliver, but how we work. One of the most meaningful changes this year has been the introduction of greater workplace flexibility, including the option for staff to transition to a 9‑day working fortnight, as well as opportunities for team members to move into part‑time arrangements where this better supports their wellbeing, family commitments, or personal development.
These options are available to staff on request, and reflect our belief that people perform at their best when they are supported, energised, and able to balance work and life in a sustainable way. The results have been clear – our team is more focused, more collaborative, and able to deliver work of consistently high quality without compromising client service.
For our clients, this means:
- more engaged and productive staff;
- improved continuity and consistency across work delivery; and
- a team that is able to maintain peak performance in a high‑compliance environment.
For our people, it means:
- more time to rest, recharge and pursue personal priorities;
- greater choice in how they structure their working week; and
- a workplace that actively supports wellbeing and long‑term career sustainability.
As we continue refining our internal systems, technology, and processes, these flexible working arrangements form an important part of building a strong, resilient, and forward‑thinking AMETS.
Celebrating Recognition and Industry Impact
Across the year, we submitted 12 award entries, achieving 5 finalist positions and taking home one category win. This external validation reinforces the high standard of work our team delivers and the increasingly visible role AMETS plays in the Australian mining services sector.
We continued to support our industry, communities, and partners through sponsorships, university collaborations, and on-the-ground involvement. We also expanded the AMETS Portal, enhancing the accuracy, consistency, and efficiency of how we manage tenements at scale.
Community, Charity & Giving Back
2025 has been one of our most impactful years of community contribution. AMETS donated over $25,000 to charitable and fundraising causes, supporting organisations such as The Smith Family, and several local initiatives.
Personally, I participated in the CEO Sleepout, raising $8,500 and helping bring attention to homelessness – a cause I am deeply committed to.
Our Team Connect program was another highlight of the year, with staff contributing:
- 30 Boxes for Good supporting homeless individuals in Newcastle
- 15 Backpacks for Bright Futures delivered to Barnados for vulnerable children.
Through The Smith Family, we have now sponsored two students for over four years, helping ensure their pathways to education remain uninterrupted. Our university partnerships continued to give emerging professionals practical experience in mining services, supporting the next generation of talent.
Looking Ahead to 2026
This year has shown what is possible when a team is united in purpose and committed to delivering exceptional service. We enhanced our national footprint, refined our systems, expanded our expertise, strengthened our brand, and deepened our relationships – both internally and with our clients.
As we move confidently into 2026, AMETS remains focused on delivering cost-effective, professional, solutions-oriented tenement and geoservices support. We are also expanding our service offering, introducing environmental compliance support and further growing our Geoservices capability to meet increasing client demand across Australia. These additions reflect our ongoing commitment to providing integrated, end-to-end support across the entire project lifecycle.

2025 proved to be a pivotal year for regulatory evolution, and our Geoservices team was at the forefront, successfully guiding clients through complex transitions across Australia. Beyond managing the technical transition to GDA2020 and acting as a key liaison to resolve complex tenement boundary issues, we navigated significant state-specific changes.
In the Northern Territory, we managed the shift from Mining Management Plans (MMPs) to the new Environmental Mining Licences (EMLs), while in Western Australia, we assisted clients in adopting the ‘Resources Online’ portal and ‘Eligible Mining Activity’ (EMA) approvals. Our team also worked proactively with regulators in South Australia on the MERS system rollout and engaged on critical updates in New South Wales, such as the new rehabilitation cost estimation tool. Additionally, in Victoria, our participation in the AMEC advisory committee allowed us to advocate for clients regarding significant exploration fee changes and provide direct feedback on the new resources hub.
To meet these increasing demands and ensure continued support for our clients, we were thrilled to welcome two new Administration Geologists and an Environmental Advisor to our growing team. Staying ahead of industry trends remains a priority, and our team actively participated in key events throughout the year, including the QEC Breakfast, SAEMC 2025, various AMEC forums, and the AGES conference, ensuring we continue to bring the most current insights and strategies to all our partners.
Moving into 2026, we look forward to expanding our new Environmental Compliance services to assist our clients achieve compliance excellence and sustainable outcomes on the ground.

Key Developments in the NSW Resources Industry in 2025
Critical Minerals Push & Exploration Incentives
- The NSW Government launched a $2.5 million co-investment fund to support exploration for critical minerals.
- This is part of its broader Critical Minerals and High-Tech Metals Strategy (2024–35), aimed at positioning NSW as a major player in supplying materials needed for renewable energy and high-tech sectors.
- In particular, recent grants (~$5 million) have been made for 29 exploration projects focusing on copper and rare earths, reflecting surging global demand for these resources.
- Several critical minerals projects in NSW are now targeting production, supported by a royalty deferral scheme set to begin 1 July 2025.
Regulatory and Safety Priorities
The Resources Regulator released its Compliance Priorities for both the first half (Jan–Jun) and second half (Jul–Dec) of 2025.
- For Jan–Jun, key focus areas included mine safety (fire/explosion risk, air quality, road safety, electrical engineering), risk management, supervision, and rehabilitation (revegetation, decommissioning).
- For Jul–Dec, emphasis was on conveyor fire risk in underground coal mines and safety in underground exit planning; as well as continuing rehabilitation oversight.
Public consultation was held (May–June 2025) on a remake of the Mine and Petroleum Site Safety (Cost Recovery) Regulation, which funds regulatory safety activities across mines.
Regulatory Reforms and Community Engagement
A new Rehabilitation Cost Estimation Tool (RCE) was introduced (October 2025) to help mining companies better estimate rehabilitation obligations.
Exploration Code of Practice: Community Consultation
The final revised code includes the following requirements:
- Requiring the titleholder to develop and maintain a Community Consultation Plan and to provide a copy to any person on request within 28 days.
- Requiring the titleholder to have an engagement contact, with details to be made available on an explorer’s website. The engagement contact will serve as the primary point of contact for community stakeholders seeking further information about an exploration project.
- Requiring the titleholder to produce annual Community consultation reports and to provide a copy to any person on request within 28 days.
Requiring the titleholder to monitor and evaluate the effectiveness of consultation.
The revised Code will come into effect from 31 March 2026.

- Welcome to Alyzza Mariquit, our new Tenement Officer. Alyzza has been supporting the NT team with tenement officer tasks and will be managing NT Risk Management Plans, ensuring projects remain compliant and on track.
- Kyen Knight, Geologist from our Geoservices Team, has been overseeing a significant portion of the NT Environmental (Mining) Licences, providing expert guidance and management for complex regulatory requirements.
Industry News
- In October 2025, the Department of Lands, Planning and Environment released a revised Risk Criteria and Standard Conditions (RCSC) for exploration and extractive operations relating to Environmental (Mining) Licences.
- The Department of Mining and Energy has not yet implemented proposed updates to the Mineral Titles Act. Drafting of the new legislation by the Parliamentary Council is expected to commence, with presentation anticipated at AGES 2026.
- AMEC continues to advocate for a “No Access, No Rent” policy in the Northern Territory.
- The Department of Lands, Planning and Environment is developing a new 10-year water plan for Katherine (2026–2036), which will guide sustainable water management in the region.

n 2025, AMETS continued our operations in the vibrant and resource-rich market of Papua New Guinea (PNG), working closely with clients to support their exploration and mining activities. PNG remains committed to open and transparent dialogue with stakeholders, laying a strong foundation for sustainable growth in the mining sector.
This year, PNG’s mining landscape is undergoing significant reforms with the introduction of the Mining Bill 2025. The bill aims to modernise mining regulations, ensuring a fairer share of revenues for Papua New Guineans while maintaining an attractive investment climate. The final phase of consultations has been launched, with the Minister for Mining, Hon. Wake Goi, emphasising the importance of collective input and the urgency of completing this pivotal reform. The bill is expected to be tabled and passed, marking a transformative moment for mining operations in PNG.

As an active member of the Association of Mining and Exploration Companies (AMEC), we have participated in various state industry update meetings. This involvement ensures our team stays informed of any emerging changes or issues that may impact our clients.
Industry Engagement and Collaboration
Our Principal Tenement Manager for QLD, Tamara Grothues, sits on the North QLD Miners Association committee, as well as the QRC Critical Minerals Working Group, which provides invaluable advice and feedback to the industry. We actively collaborate with government through various working groups to ensure efficient processes and compliance with changing regulations.
AMETS staff have actively participated in Land Court and mediation on behalf of clients, with positive relationships and outcomes as the primary focus.
Government Relations and Advocacy
AMETS is a valuable link between clients and the government in QLD. We actively participate in collaborative working groups to provide feedback on current processes, contributing to ongoing improvements in licensing and approval procedures.
Focus on Compliance
With increased government focus on land access and health and safety issues in 2025, AMETS remained committed to working with miners and explorers to ensure compliance across all aspects of various government requirements. Increased activity on ground has seen improved land access processes, including landholder negotiations, Native Title negotiations, and working with Government to ensure compliance.
Community Engagement and Volunteering
Principal Tenement Manager, Tamara Grothues, not only oversees our tenement portfolios with dedication but also generously donates her time to organise and officiate at various motocross events throughout QLD. Throughout 2025, she has officiated at a number of Australian Championship motorsport events. This years she is being awarded for 20 years of volunteer service.

Key Developments in the NSW Resources Industry in 2025
Statutes Amendment (Energy and Mining Reforms) Bill – Passes House of Assembly
This bill makes changes to several acts: the Energy Resources Act 2000, the Hydrogen and Renewable Energy Act 2023 and the Mining Act 1971.
A key factor of the bill is the allowance for exploration licences to be extended beyond the current 18-year maximum in special circumstances. A change that has been welcomed by the industry.
Another key factor is the amendment to remove Part 9B from the Mining Act and to move to the Commonwealth Right to Negotiate process. This will align with the States Hydrogen and Renewable Energy Act and the Petroleum and Geothermal Act, affording the same process for all these industries working across the States regions with Traditional Owners and the required Native Title Mining Agreements.
AMETS has had the opportunity to sit in on AMEC meetings to discuss the Reforms and hear the thoughts and opinions of the industry from those on the ground.
Mining Exploration Regulation System (MERS)
The new portal went live 21 July 2025. The portal aims to provide a digital platform that better meets the needs of Industry, the Department for Energy and Mining (DEM) and other stakeholders. MERS will manage the entire lifecycle of regulation for the resources sector within South Australia, from exploration, quarrying and mining licensing and lease impact assessment and management, through to regulated compliance and royalties.
AMETS has provided consistent and valuable feedback to DEM in relation to the MERS portal whilst also being a conduit for our clients’ feedback. We have seen positive changes made based off that feedback and have worked collaboratively with DEM to triage and rectify issues as efficiently as possible. With all new technologies it has had some teething problems, but we are confident that it will be a vital tool in supporting our clients with their tenement management needs.
EPA 30-year Strategy
South Australia’s Environment Protection Agency (EPA) is celebrateding its 30th anniversary in 2025. The agency is now looking ahead and consulting with stakeholders to prepare a 30-year strategy to set out how the EPA will help deliver a resilient environment in 2055.
SA Events & Sponsorship
In 2025, our South Australian AMETS team remained actively engaged across the industry by attending key events including SAEMC, AMEC SA Networking Events, and the AMEC SA End of Year Drinks. These gatherings provided valuable opportunities to stay connected with industry colleagues, share insights, and strengthen professional networks. They also ensured our team remained up to date with emerging trends and important government policy or legislative updates — helping us continue to deliver informed, proactive support to our clients.

The AMETS Tasmanian Team has had a productive year in 2025, actively collaborating with clients and stakeholders, focusing on approvals and funding opportunities for clients.
In 2025, Tasmania’s mining sector has experienced significant developments, with both challenges and strategic initiatives shaping its trajectory.
The Tasmanian Government has continued to allocate funding to support new mining projects through the Exploration Drilling Grant Initiative (EDGI).
In 2025, the Tasmanian Government opened Round 11 of the EDGI, with seven projects sharing $497,500 from the round 11 co-funded drilling grants.
Through its Critical Minerals Strategy, the Tasmanian Government has demonstrated a sustained commitment to strengthening the state’s mining sector by providing high quality precompetitive geoscientific data. The continued investment in longstanding research programs has facilitated more comprehensive insights into mineral distribution patterns. A notable example of this sustained support is the June 2025 publication on the structural geology of the northern Tyennan region, undertaken within the Tyennan Structural Synthesis Project. This study exemplifies how targeted research, when embedded within a long-term strategic framework, contributes to refining geological models and deepening knowledge of the complex structural controls on mineralization in Tasmania.

Conference Engagement
In June, the VIC team once again attended the AIG Victorian Minerals Round-Up in Ballarat. This marks the third year we’ve hosted a booth at this well-received, geologically focused conference. It continues to be a fantastic opportunity to connect with clients, share insights, and hear about the challenges and successes across the industry.

Exploration & Mining Activities
The team has been busy this year with a multitude of successful applications and renewals. We’re pleased to report a positive reduction in assessment and approval timeframes for applications, renewals, and transfers by Resources Victoria.
Regulatory Updates
Resources Victoria has implemented a ‘use it or lose it’ policy for exploration licences, which includes an extension of the waiver of Section 38A partial cancellation requirements for compliant licences. Compliance checks are now carried out prior to licence anniversaries, emphasising the importance of delivering exploration work programs on time.
Compliance Priority
Compliance is being prioritised across all Work Authorities and Mining licences, with inspections and infringements issued for late annual returns. AMETS can help ensure you meet all your obligations on time, keeping your licences in good standing and projects moving forward efficiently.
Industry Outlook
With gold prices soaring in the second half of the year, interest and exploration activities in Victoria have increased, highlighting a strong and active year for the sector.

The regulatory landscape in WA saw significant reform this year, with the Mining Amendment Bill 2025 making eleven key changes to the Mining Act 1978 — these include giving exploration licence holders more flexibility (for example, excising non-essential areas), clarifying expenditure and exemption reporting, modernising outdated language and improving tenure certainty.
In addition, the Mining Amendment (Transfer of Royalty Administration) Bill 2025 was passed, shifting royalty administration from the mining regulator to Revenue WA from 1 September 2025, thereby streamlining process under the Taxation Administration framework.
On the industry-event and workforce front: the premier industry gathering, the WA Mining Conference & Exhibition 2025 held in Perth in October, exceeded expectations with over 5,500 delegates and a strong program around advanced technology, decarbonisation, innovation and data.
Meanwhile, employment in the mining sector remains high—with mining site full-time equivalent jobs in WA hitting a record of around 135,693 in 2024 — marking eight consecutive years of growth.
In the domain of tenement-and-compliance services, the merger between Anderson’s Tenement Management and AMETS Tenements & Geoservices has notably enhanced capacity within WA. With the combined team now comprising seven full-time professionals, we are positioned to manage an even higher volume of titles in WA, offering mining and exploration companies a more extensive and integrated support network for tenure-monitoring, reporting and statutory obligations.
This consolidation reflects broader industry-services trends where scale and regulatory know-how are increasingly valued.

SPOTLIGHT ON SAFETY & RISK MANAGEMENT
Australia’s mining and exploration sector faced significant safety and risk management challenges in 2025, highlighting why robust systems are more critical than ever. According to Work Safe Australia, the number of mining-related deaths almost doubled in 2024, and 2025 sadly saw a number of fatalities, as well as many reportable incidences, across Australia. While mining has long been recognised as one of Australia’s most hazardous occupations, these recent tragedies illustrate that past gains in safety performance are fragile: hazards like machinery entrapment, rockfalls, inadequate supervision or hazard control and poor risk identification remain all too common.
Relying solely on standard practices is no longer sufficient – systematic, proactive risk-management systems, rigorous hazard identification, ongoing supervision and training and continuous safety-culture reinforcement are essential to protect works, communities and operations.
